Traveling through Guam is the easiest way. No Passport Needed.

Unfortunately United is the only carrier from Guam to Saipan, for a 15min flight expect to pay crazy amount and the flight will be crowded.

Non-US Citizens or those that don't mind risking Cabintage:

Yes Cabintage is a thing--look it up. To avoid Cabintage you may have to stay in the last airport over night 

Traveling through Korea or Japan is common and usually a lot cheaper.
